Project Overview

The project involves the development and operation of oil and gas production facilities, including both existing and new infrastructure. The main entities involved are SCDM Enérgie SAS (SCDM) and Foxtrot International, with SCDM holding a 40% stake in Foxtrot International.

Existing Infrastructure

  • Foxtrot Platform: Installed in 1999, this platform is a 4-legged steel structure located in 330 feet of water. It processes approximately 5,000 barrels of oil per day (bpd) and 156 million standard cubic feet per day (mscf/d) of gas. The platform includes facilities for well bay, simple gas processing, power generation, and accommodation. Five development wells have been completed on this platform, and the gas is treated on the platform before being exported via pipelines to onshore facilities.

New Developments

  • Marlin Platform: This is a new production platform, similar to the Foxtrot Platform, located approximately 8 km from the existing Foxtrot Platform. The Marlin Platform is expected to have a processing capacity of 10,000 bpd of oil and 156 mscf/d of gas. The project includes the installation of this new platform and associated connection works, such as a 4” oil pipeline and a 14” gas pipeline connecting the two platforms.

Drilling Activities

  • Drilling activities are part of the project, with plans to drill 12 wells. These activities will be undertaken by qualified contractors.

Pipelines and Onshore Facilities

  • The project includes the existing and new installation of oil and gas pipelines. The gas and condensate are exported via 18 km long pipelines to the coast near the village of Addah. Onshore, the pipelines are buried about 1 meter deep and extend over 70 km to the CIPREL and Azito power plant sites. At these power plants, additional gas treatment units are in place for further processing.

Gas Fields

  • The Block CI-27 contains several natural gas fields, including the Manta field discovered in 1981, the Mahi field discovered in 2005, and the Marlin field discovered in 2007. These fields are crucial for the project’s gas supply.

Power Generation and Energy Supply

  • The gas produced from the Foxtrot and Marlin fields is used for power generation at the CIPREL and Azito power plants. These plants play a critical role in providing electricity to the region. The project ensures a sustainable and affordable gas supply, which is essential for maintaining and expanding power generation capacity in Côte d’Ivoire.

Environmental and Social Impact

  • The project has undergone environmental and social impact assessments. These assessments consider the initial environmental and social conditions, potential impacts, and mitigation measures. The project involves commitments to sustainable development and corporate social responsibility, including minimizing environmental impacts and limiting land acquisition and displacement needs.

Financial and Regulatory Aspects

  • The project has received financial support and risk guarantees. The World Bank provided a Partial Risk Guarantee to mitigate payment and regulatory risks, while the Multilateral Investment Guarantee Agency (MIGA) provided political risk insurance due to the high political risk perception in Côte d’Ivoire.
