Project Overview

The Quiluma/Maboqueiro Gas Project is Angola's first non-associated gas development project. It is part of the New Gas Consortium (NGC) and marks a significant milestone in Angola's efforts to diversify its energy sector and reduce reliance on oil.

Project Details

Status and Operator

The project is currently in development, with Azule Energy, a joint venture between Eni and BP, serving as the operator.

Ownership

The ownership structure of the project includes:

  • Eni S.P.A.: 25.6%
  • Cabinda Gulf Oil Company Limited (Chevron affiliate): 31.0%
  • Sonangol P&P: 19.8%
  • BP: 11.8%
  • TotalEnergies: 11.8%.

Discovery and Final Investment Decision (FID)

The exact discovery year is not specified, but the Final Investment Decision (FID) was reached in July 2022.

Production Start

The project is expected to start gas production in July 2026.

Location

The project is located offshore in Block 2, Angola, with specific coordinates at -6.4551, 12.0862 (WGS 84).

Infrastructure and Facilities

The project includes:

  • Two offshore wellhead platforms: One platform is being built in Ambriz, Angola, and the other in Italy.
  • An onshore gas processing plant: Construction of the plant began in October 2023.

Production and Reserves

  • Reserves: The project has recoverable gas reserves of approximately 72,242.05 million cubic meters (as of 2022).
  • Production Design Capacity: The project is designed to produce 3,410.73 million cubic meters of non-associated gas per year, or approximately 9.35 million cubic meters per day (mcm/day) once fully online.

Significance and Benefits

  • Diversification: The project is a key part of Angola's strategy to diversify its energy sector and reduce dependence on oil. It aims to increase the country's gas supply and develop the gas value chain.
  • Economic Impact: The project supports the continued economic and social development of Angola by providing a reliable supply of gas to the Angola LNG plant.
  • Local Content: The project includes significant local content components, with $1 billion of the project's costs allocated to the procurement of local goods, services, and materials. The Quiluma platform will be built entirely in-country.

Timeline

  • FID: Reached in July 2022.
  • Construction Start: Project execution activities began in 2022, with onshore construction starting in October 2023.
  • Expected Completion: The project is expected to be completed by 2026.

Future Potential

Beyond the Quiluma and Maboqueiro fields, there are plans to explore additional gas resources. Azule Energy will drill the first gas exploration well outside the NGC in Block 01/14 in 2024, and there are also plans to explore other blocks such as Block 28 in the Namibe Basin. This could lead to a rapid expansion of Angola's gas sector if successful.
