She is one of the Bob Hope-class or Shughart-class LMSR ships designed to rapidly transport heavy military equipment, vehicles, and Army or Marine Corps combat cargo to global locations in support of contingency operations.

The vessel is civilian-crewed by contracted mariners under MSC oversight, with a small military detachment aboard for coordination purposes.
