Location
The Changfang and Xidao offshore wind farms, including Phase 2, are located in the Taiwan Strait, approximately 11 kilometers off the coast of Fangyuan Township, Changhua County, central Taiwan. This site is within a zone allocated by the Bureau of Energy for offshore wind development.
Ownership and Stakeholders
The project is majority owned by Copenhagen Infrastructure Partners (CIP) through its managed funds, Copenhagen Infrastructure II (CI II) and Copenhagen Infrastructure III (CI III). Minority stakes are held by Taiwan Life Insurance, TransGlobe Life Insurance, and Global Renewable Power Company (GRSC), a wholly owned subsidiary of Global Power Synergy Public Company (GPSC), which acquired a 25% stake in September 2022.
Phase Details
- Phase 2 of Changfang Wind Farm: This phase involves the installation of 47 wind turbines.
- Turbine Specifications: Each turbine is a Vestas V174-9.5MW model, featuring 85m-long blades with a rotor diameter of 174 meters and a swept area of 23,779 square meters.
- Capacity: The total capacity for this phase is 446.5MW.
- Foundation: The turbines will be installed on three-legged jacket foundations, each installed on three piles driven into the seabed. The foundations are supplied by Century Wind Power and Bladt Industries.
Infrastructure and Connectivity
- Inter-array Cables: The turbines will be connected via a network of approximately 73 kilometers of 66kV subsea inter-array cables.
- Export Cables: Power will be transmitted from the wind farms to the landfall at Lunwei District in Changbin Industrial Park via seven 66kV buried subsea export cables. From the landfall, seven 66kV buried onshore export cables will transmit the electricity to the onshore substation.
- Onshore Substation: The onshore substation, constructed by Teco Electric & Machinery, will convert the transmission voltage levels from 66kV to 161kV. The substation will then connect to the Taipower grid via three 161kV export cables.
Construction and Timeline
- Construction Start: The construction phase for the Changfang and Xidao Offshore Wind Project began in February 2020.
- Phase 2 Construction: Scheduled to commence in 2023, with the installation of the 47 turbines for Phase 2 of the Changfang wind farm.
- Commercial Operations: The wind farms are expected to begin commercial operations in the first quarter of 2024.
Service Agreements
