The Changle Area Waihai A offshore wind farm is located in the Haitan Strait, Fujian, China. It is approximately 22 kilometers from the shoreline, with water depths ranging from 31 to 45 meters.
Project Development
- The project was developed by Fuzhou Strait Power Generation. The current owners are China Three Gorges and Fujian Funeng, with ownership stakes of 65% and 35%, respectively.
Phases and Turbines
The Changle Area Waihai A offshore wind farm is developed in multiple phases:
- Phase I: Equipped with Goldwind Science & Technology turbines, each with a 6.7 MW nameplate capacity. This phase consists of 14 turbines.
- Phase II A: Equipped with Goldwind Science & Technology GW175-8.0MW turbines, each with an 8 MW nameplate capacity. This phase consists of 13 turbines.
- Phase II B: This is the phase that features Dongfang Electric turbines. It consists of 10 turbines, each with a 10 MW nameplate capacity.
Foundations
All phases of the Changle Area Waihai A offshore wind farm use fixed foundations, specifically an array of suction pile jacket foundations.
Electricity Generation and Environmental Impact
- The entire Changle Area A Offshore Wind Farm generates approximately 1,000,000 MWh of electricity per year, offsetting around 850,000 tons of carbon dioxide (CO2) emissions annually.
Construction and Operational Status
- The project construction commenced in 2020 and entered into commercial operation in 2022.

- China Hydropower Fourth Bureau (Fuqing) Equipment Engineering supplied the towers for Phase II A of the project.
