Formosa 1 Offshore Wind Farm (OWF) Phase 2 Profile

Location

The Formosa 1 Offshore Wind Farm is located approximately 6 kilometers off the west coast of the Miaoli District in the Taiwan Strait.

Ownership

The wind farm is owned by Formosa 1 Wind Power Co. Ltd., a joint venture between:

  • Ørsted A/S (35%)
  • JERA (32.5%)
  • Macquarie Capital (25%)
  • Swancor Holding (7.5%).

Phases of Development

The Formosa 1 project was developed in two phases:

  • Phase 1: This was a demonstration phase involving the installation of two Siemens Gamesa 4MW wind turbines, which were commissioned in April 2017. This phase had a total capacity of 8MW.
  • Phase 2: This phase involved the installation of 20 additional wind turbines. Here are the key details:
    • Turbines: 20 Siemens Gamesa 6MW wind turbines (SWT-6.0-154) were installed.
    • Capacity: The total capacity of Phase 2 is 120MW, bringing the overall capacity of the Formosa 1 wind farm to 128MW.
    • Completion: The construction work for Phase 2 began in May 2019 and was completed in October 2019.

Infrastructure and Installation

  • Foundations: Jan De Nul Group was responsible for the installation of the foundations, which consisted of monopiles and transition pieces. Each transition piece weighed 465 tonnes and included internal and external platforms and a boat landing.
  • Cables: Jan De Nul also handled the installation of seventeen connecting cables and three sub-sea export cables of 33 kV, as well as 12 km of power cables on land to connect the wind farm to the national grid.
  • Erosion Protection: A total of 56,000 tonnes of erosion protection was installed around the monopiles.
  • Transportation and Installation: The monopiles and transition pieces were transported and installed using the Seaway Yudin vessel. ALE and Giant Taiwan formed a joint venture to handle onshore handling, transportation, and storage of the wind turbine foundations.

Contractors and Subcontractors

  • Jan De Nul Group: Responsible for the EPC contract, including the design, supply, and installation of the foundations, cables, and erosion protection.
  • Siemens Gamesa: Supplied the wind turbines and will provide operation and maintenance services.
  • Fortune Electric: Handled the upgrade works on the onshore substation in Miaoli County.
  • EEW SPC: Subcontracted by Jan De Nul to produce the monopile foundations.
  • CUEL: Subcontracted by Jan De Nul to fabricate and supply the transition pieces.

Environmental and Social Impact

  • Power Generation: The wind farm can supply enough green power to power approximately 128,000 households in Taiwan.
  • Energy Transition: Formosa 1 is a significant step in Taiwan's energy transition and aligns with the government's plans to produce 4GW of electricity through offshore wind by 2030.

Financial and Regulatory Aspects

  • Project Finance: The project secured NTD 18.7 billion (approximately $627 million) in project financing from a consortium of local and international banks, along with Denmark’s Export Credit Agency, EKF.
  • Regulatory Approvals: The project was approved by Taiwan’s Ministry of Economic Affairs as part of its ambitious plans for offshore wind development.

Milestones and Future Plans

  • Inauguration: The Formosa 1 wind farm was inaugurated in November 2019, marking Ørsted's first commercial-scale offshore wind farm in Asia-Pacific.
  • Future Projects: Ørsted is committed to further development in Taiwan, including the 900MW Greater Changhua 1&2a project and the 920MW Greater Changhua 2b&4 project, subject to final investment decisions.
